Digital inclusion actors

On 13 December 2018, the Government of the Brussels-Capital Region approved a memorandum on e-inclusion. This first memorandum laid the foundations for a digital inclusion policy in the Brussels Capital Region, centred around the Region, the municipalities and the actors in the field. Finally, in February 2021, the Government approved the "Digital Appropriation Plan 2021-2024" (FR/NL) which officially marks its desire to increase the digital skills of the inhabitants of Brussels, notably through the creation of the Digital Inclusion Coordination.

CABAN

The CABAN network, the Collective of Brussels Actors for Digital Accessibility, brings together associations and other organisations fighting the digital divide in Brussels. This network offers DPSs a shared websiteExternal link and a map of the digital inclusion offer in Brussels. Please note that this map is not exhaustive. So don't hesitate to find out about the local dynamics in your area and possible restrictions on the computer spaces nearest you.


The missions of the CABAN network are:

  • networking of digital inclusion stakeholders in Brussels;
  • the updated directory of digital inclusion stakeholders (via their websiteExternal link);
  • internal and external communication in the sector (relaying calls for projects, requests from partners or external organisations, relaying to the Region, speaking in the press and at events dedicated to digital inclusion, etc.);
  • the political representation of digital inclusion stakeholders;
  • the benchmark in terms of "good practices" and harmonisation of the actions of the network stakeholders.

CABAN is also an important partner of the Regional Digital Inclusion Coordination in the execution of the Digital Appropriation Plan 2021-2024 and carries out several tasks, such as the creation of a financing register for certified DPSs.

DPSs

A Digital Public Space (DPS) is a public access space that makes digital technology available to the whole population. The DPS is a front-line actor in the fight against digital inequality and is the most effective tool for integrating people who are removed from the digital world.

A DPS provides equipment (computers, ID card readers, etc.) and an Internet connection, either free of charge or for a nominal fee. It is the multimedia facilitator at the heart of the DPS system that guides visitors towards digital technology and makes them autonomous.

The Digital Inclusion Coordination has worked on a map of DPSs in the Brussels Region. It produced and distributed bilingual (NL/FR) flyersExternal link to all mailboxes in the Region in 2020 and 2021. Digital Inclusion Coordination

The memorandum had originally called for the appointment of a Digital Inclusion Coordinator within Paradigm and in 2018, Tania Maamary was appointed to this role. Since June 2020, the Digital Inclusion Coordination has expanded to welcome Narjiss Rachiq and Hugues Marchal as Digital Inclusion Officers. 

Regional Coordination is responsible for acting as a link between the sector and the Government and for synchronising actions at the regional level and with the other federated entities.

The Steering Committee

Actiris, Bruxelles Formation, CABAN, easy.brussels and the cabinet of Minister Bernard Clarfayt form the Digital Inclusion Steering Committee (COPIL) together with the Digital Inclusion Coordination. 

The COPIL is making progress on various issues, validating the labelling of Digital Public Spaces (DPS) and is responsible for the dissemination of information within all these administrations. 

The Working Groups

To this end, the Coordination brings together and leads a large "Digital Inclusion" Working Group and several sub-groups that include the majority of Brussels stakeholders fighting digital inequalities: local stakeholders (DPS, CABAN, Fobagra), collectives (CAWAB, etc.), Brussels regional organisations (Actiris, Bruxelles-Formation, Women In Tech, etc.) as well as private stakeholders (the King Baudouin Foundation, the non-profit organisation We Tech Care, etc).
